JOB VACANCY:

ACCOUNTS ASSISTANT (Temporary-parttime)

Background:

The aim of SASO, established by SADC Member States through a Charter and organised under the Principle of Subsidiarity, is to promote the safe and efficient use and development of civil aviation within the SADC region. It will accomplish this by assisting SADC Member States in meeting their safety oversight obligations and responsibilities as outlined under the Convention on International Civil Aviation signed in Chicago on 7 December 1944 and its safety-related Annexes and Documents.

Pending the Charter establishing SASO coming into force, Member States agreed to put into place interim arrangements which led to the establishment of Interim SASO and SASO Secretariat. This was achieved through the signing of the Memorandum of Understanding between the Government of the Kingdom of Eswatini and SADC Secretariat on behalf of Member States.

To this end SASO Secretariat wishes to recruit a suitably qualified candidate who must be a citizen of the Kingdom of Eswatini to fill the following position:

Position: Accounts Assistant at the Interim SASO Secretariat (Temporary Partime)

Main purpose of the job:

Purpose of the job: Undertake expenditure control and disbursements for projects and the Interim SASO Secretariat. Support the Manager Corporate Services to maintain the integrity of the general ledger system of the SASO Secretariat and ensure accounting functions are delivered effectively and efficiently.

Duties and Responsibilities

Accounting

  • Post and process all data in the cash books, accounts receivables, accounts and process relevant journal entries at month end to ensure completeness and accuracy of cash book records

  • To prepare relevant analysis for the monthly management pack

Cash Management

  • Perform bank reconciliations for bank accounts under the management of the Secretariat

  • Take appropriate security and control measures for safeguard of cash in hand and in transit.

  • Manage petty cash, process replenishment requests and ensure all supporting documents are reconciled and duly attached.

  • Make deposit of cash collected and cash withdrawal at the bank and ensure adequate security measures are taken for handling of cash

Payments

  • Prepare Payment Vouchers for review and approval by Manager Corporate Services

  • Process payment request in accounting system and seek relevant authorisation prior to disbursements

  • Prepare cheques, seek authorisation and despatch to beneficiaries/suppliers.

  • Perform controls required to minimise risks of incorrect payment

  • Maintain records of all cheques processed and despatched

  • Prepare and submit expenditure control reports and other financial reports as required by management

  • Proper file and safeguard all payment documentation and supporting documents

Internal Controls

  • Perform day to day financial transactions, including verifying, classifying, computing, posting and recording accounts payable data

  • Ensure every invoice is duly substantiated with proper supporting documents

  • Ensure every invoice has been duly reviewed and approved by authorised in accordance with the Procurement Rules and Procedures

  • Verify if the correct accounting code has been indicated on the Invoice and processed accordingly in the system

  • Implement auditor recommendations for better assets, liabilities, revenue and expenditure controls

Any Other Duties

  • Perform any other duties as may be assigned by the Manager Corporate Services: Technical Operations

Job requirements - Qualifications & Experience:

The Accounts Assistant shall possess the following qualifications and experience:

Academic Qualifications

At least an Advanced Diploma or Degree in Finance or related field from a recognized institution

Professional Certification

Studying a Professional Accountancy Certification such as ACCA, CIMA, ICAEW, ICAS, ACPA or equivalent will be an added advantage.

Specialised Knowledge

Knowledge of IAS, IFRS or IPSAS

Proficient in the use of computers and computer software relevant to the position

Experience

Minimum of 3-5 years’ work experience in a similar position

LENGTH OF TIME TO FULL JOB EFFECTIVENESS

  • 3 months

Tenure of Appointment:

  • The SADC CAC will appoint, renew or terminate employment service of the Accounts Assistant of the SASO through recommendation by the relevant structures.

  • A person appointed as the Accounts Assistant Technical Coordinator shall hold office for a period of one (1) year initially, with a possibility of appointment on a permanent basis, upon implementation of the new structure subject to satisfactory performance.

Remuneration:

The Accounts Clerk shall receive an all-inclusive package (USD19,200 – USD31,389 per annum). The remuneration package is negotiable.
